The three Baltic countries have effective June 1st 2020 opened borders for tourists with no Covid-19 symptoms arriving from the countries of the EU and EEA and have lifted quarantine requirements at entry for tourists from countries which have an infection rate of less than 15,0 (calculated as the cumulative number of new registered cases of covid-19 per population of 100.000 within previous two weeks). Tourists arriving from other countries than the above have to quarantine for two weeks at arrival.
The lists of infection rates are based on data of the European Center for Disease Prevention and Control (ECDC), up-dated every Friday and can be found on the web-pages of the Ministries of Foreign Affairs of the Baltic Countries, for instance the Estonian Ministry of Foreign Affairs
The list of countries of the EU and EEA with an infection rate of less than 15,0 currently, apart from the Baltic countries themselves, includes: Austria, Bulgaria, Croatia, Czech Republic, Cyprus, Denmark, Finland, France, Germany Greece, Hungary, Iceland, Ireland, Italy, Lichtenstein, Luxembourg, Malta, Netherlands, Norway, Poland, Romania, Slovakia, Slovenia, Spain and Switzerland.
Effective June 15th 2020 European Union citizens are eligible to enter Poland without any restictions. Services present at the border will carry out random checks. No mandatory quarantine is imposed on EU citizens entering the territory of the Republic of Poland.

The above only concerns the three Baltic countries and Poland. The situation at other destinations:
Denmark, Finland, Sweden: The Commission of the EU has launched a comprehensive website on the lifting of travel and border restrictions: and you will find detailed information here
Norway: The country only allows tourists from the Nordic countries until August 31st 2020
Russia: The country does not allow foreign tourists to enter until further notice. It is currently unclear when borders will be opened for tourists.
